Upon arrival, found utility meter is lit up. Unit displays 40vac from utility. Checked ATS and found 2.3vac between L-L and A-N 21vac, and B-N 24vac. Found generator is operating as it should and problem is on utility side. Customer to contact FPL and resolve issue.
